SE1 is not one borough, and that matters when you call anyone

SE1 straddles a borough boundary. Around 86% of its households sit in Southwark, but roughly one in eight sits in Lambeth, and a handful fall in Westminster. The dividing line runs through Waterloo: the Waterloo and South Bank ward is Lambeth, while Borough, Bankside and Bermondsey are Southwark.

That is not a trivia point. If your problem turns out to be the council's rather than yours, the answer to which council depends on which side of that line you are on. A leak in a block on Waterloo Road and a leak in a block on Tooley Street are the same job to us and two different landlords, licensing regimes and repairs lines to you. Neither borough page can tell you which one you are in, because each only covers its own half.

The same applies to public drainage. Thames Water is the water and sewerage undertaker for the whole district, so that part does not change at the boundary, but the highway and the estate freeholder do.

How SE1 differs from Southwark as a whole

The Southwark borough page describes a borough where communal heat networks are unusually common and Victorian terraces run through the middle of it. Two of those lines change how a call-out is handled. Mains gas covers under half of SE1 against 70.5% across London, and electric-only heating is more than double the London rate, so a large share of SE1 hot water faults are cylinder, immersion or heat interface unit faults with no gas appliance in the property at all. And SE1's heat network share is lower than Southwark's, not higher: the borough's communal heating concentration sits further south, around Walworth and the Aylesbury, rather than in SE1.

Most of SE1 does not have a boiler

48.5% of SE1 households are on mains gas only. Across London the figure is 70.5%. Another 28.0% of SE1 homes are heated by electricity alone, against 12.6% across London, and 7.3% are on a district or communal heat network. Put those together and more than half the district has no individual gas boiler to repair.

That changes what an emergency call actually is. When someone in a mains-gas street loses hot water, the fault is usually in one appliance sitting on one wall. When someone in SE1 loses hot water, the likely candidates are an immersion heater element, a cylinder thermostat, an unvented cylinder's expansion vessel or temperature and pressure relief valve, an electric shower, or a heat interface unit fed from a plant room the resident cannot get into. Those are different parts, different qualifications and a different first question on the phone.

It is the reason our engineers hold G3 qualifications for unvented hot water cylinders rather than gas tickets alone, and why immersion elements, cylinder thermostats, expansion vessels and TP valves are carried as van stock. A first-visit fix on an electrically heated flat depends almost entirely on whether the part is already on the van.

Warehouse conversions are a real building type here, not a description

6.2% of SE1 households live in what the Census calls part of a converted building, for example a former school, church or warehouse. That is more than five times the London rate of 1.2% and more than double Southwark's 2.9%. Along the Bermondsey riverside and around Shad Thames this is simply what the housing is. Southwark's own conservation area appraisal for St Saviour's Dock puts it plainly: the buildings there have changed from their original warehouse functions and most have now been refurbished for residential use.

The appraisal names them. The eastern side of Shad Thames is described as continuously lined with listed warehouse buildings, from Jamaica Wharf at the south end to Java Wharf, taking in the small 1840s Crown Wharf and the more substantial mid to later nineteenth century St George's and St Andrew's Wharves. Butler's Wharf, completed in 1873, was converted in 1989. The Anchor Brewhouse at Horsleydown, where brewing stopped in 1981, was reconstructed and converted to flats between 1985 and 1989. New Concordia Wharf, Cinnamon Wharf, Saffron Wharf and Tea Trade Wharf are all in the same stretch.

Converted warehouses plumb badly in specific, predictable ways. The original structure was never designed to carry domestic soil and waste, so runs are long, shallow and often boxed into places nobody can reach without taking joinery apart. Services frequently share a riser that was retrofitted into an existing shaft. Floors are commonly solid timber or concrete with no void, which means a leak tracks sideways along a beam and appears three rooms away from where it started. Water damage in these buildings routinely reaches more than one flat before anyone notices.

The practical consequence is that guessing is expensive. Acoustic and thermal leak detection earns its cost in this building type, because the alternative is opening up finishes to find a pipe that turns out to be somewhere else. Tracing and fixing a hidden leak is published at £195 to £565 on our pricing page, and in a conversion that is almost always cheaper than the making-good bill for looking in the wrong place.

A district of renters in blocks, which decides who can authorise the repair

Only 22.1% of SE1 households own their home, against 45.2% across London. 37.7% rent privately and 37.1% rent socially. Nearly four out of five homes are in a purpose-built block.

That combination produces a specific delay. The person standing in the water very often cannot authorise the work, cannot access the stopcock, and does not know who holds the keys to the riser cupboard or the plant room. Meanwhile the water keeps coming. We deal with it the same way every time: isolate at whatever point actually stops the flow, contain and make safe, and only then work out whose section of pipe failed and put it in writing.

A dated engineer's report naming the failed component and its location relative to your demise is the thing that moves a dispute between a leaseholder, a freeholder, a managing agent and an insurer. Without one, the default outcome is that whoever was at home pays.

What actually fails in SE1 property types

SE1 runs from Waterloo and Bankside east through Borough to Bermondsey and Rotherhithe, mixing riverside warehouse conversions, postwar estates and towers built in the last fifteen years. These are the failures each produces.

Getting a van to your door in SE1

SE1 is the only district in this pilot that the Congestion Charge boundary runs through, and a large share of its addresses sit behind a communal entrance or a concierge desk. Both affect how quickly an engineer reaches the fault rather than the building.

The Congestion Charge boundary runs through SE1

SE1 is split by the Congestion Charge boundary, which is unusual for a district south of the river. On TfL's own published zone map the south-eastern edge is labelled along Tower Bridge Road and New Kent Road, which puts Bankside, Waterloo, the South Bank, Borough, London Bridge and the Elephant end of SE1 inside the zone, while the part of SE1 east of Tower Bridge Road, meaning Bermondsey and Shad Thames, sits outside it. The charge is £18 a day paid on the day or in advance, applying 07:00 to 18:00 Monday to Friday and 12:00 to 18:00 on Saturdays, Sundays and bank holidays, with no charge between Christmas Day and the New Year's Day bank holiday inclusive. An individual address is worth checking on TfL's own postcode checker rather than assumed from the street. Either way the charge is already inside our hourly rate and never appears as a separate line on your invoice.

Shad Thames is a nine-metre street with nine-storey buildings

Southwark's conservation area appraisal describes Shad Thames as a narrow street, only eight to nine metres between the faces of the buildings, with those buildings rising up to nine storeys. That is a genuine constraint on a call-out rather than a piece of local colour: it decides where a van can stop, whether a second vehicle can pass, and how far equipment has to be carried. If you are in one of the wharf conversions, telling us the building name and whether there is loading access on the street side saves time at the door.

ULEZ covers all London boroughs at £12.50 a day for non-compliant vehicles, 24 hours a day, every day of the year except Christmas Day. Also priced in, also not itemised.

Communal entrances, concierges and riser cupboards

79.5% of SE1 households are in a purpose-built block and a further 6.2% are in converted buildings, so the great majority of addresses here have a communal front door between the street and the fault. When you call, tell us the block name, whether the door entry works, and whether anyone on site holds plant room or riser keys at night. If the isolation valve we need is behind a locked door with no key holder on site, we will tell you before we set off what we can and cannot achieve, rather than after.

Two councils, one district

Southwark holds about 86% of SE1's households and Lambeth about 13%, with the boundary running through Waterloo. If a fault turns out to be the freeholder's and the freeholder is the council, which council depends on which side of that line the block sits. We name the borough as well as the fault in the written report so the report goes to the right place first time.

Which council is responsible for my SE1 block?

It depends which part of SE1 you are in, because the district spans two boroughs. Does SE1 have the same communal heating problems as the rest of Southwark?

Less than you would expect from the borough figure. 7.3% of SE1 households are on a district or communal heat network. Across Southwark as a whole it is 10.6%, so SE1 sits below its own borough average, and the borough's heat network concentration is further south rather than in SE1. What SE1 has instead is electricity: 28.0% of homes here are electric only against 17.7% across Southwark. If you are in SE1 and the heating has stopped, a cylinder or immersion fault is statistically more likely than a network outage, though we establish which before touching anything.
