The terminology problem
Why searching for “water heater repair” in the UK is so confusing
Ask an American what a water heater is and you get one answer: a large storage tank, usually gas or electric, sitting in a basement or a garage. Ask ten people in London and you get five different appliances, because the phrase has been borrowed into British usage without ever settling on one meaning.
In practice, when someone in London rings us about a water heater, they are describing one of six things. It might be the immersion element in an airing cupboard cylinder. It might be a 10 litre box under the kitchen sink. It might be a slim wall unit over a cloakroom basin that only heats while the tap runs. It might be a gas multipoint in an old conversion above a shop. It might be a combi boiler that they have simply described in the American way. Or, in one of the newer blocks, it might be a heat interface unit that does not heat anything at all and simply takes heat off a communal network.
This matters for two practical reasons. The first is that the fault patterns have almost nothing in common: an element scaling up inside a tank and a flow switch failing on an instantaneous heater are not the same problem and are not fixed by the same part. The second is legal. Gas appliances may only be worked on by a Gas Safe registered engineer. Unvented storage above 15 litres falls under a separate building regulations regime. Electrical work has its own rules about what has to be notified to building control. Getting the appliance right in the first two minutes of a phone call is what gets the correct engineer, carrying the correct part, to your door on the first visit.
The rest of this page is written to be read in that order. Identify the appliance, match the symptom, understand who is allowed to work on it, then decide whether repair or replacement is the sensible call.

Work through these in order. Almost every London property has one of them, and the physical giveaways are usually obvious once you know what to look at. Immersion heater in a hot water cylinder
- What it looks like
- A tall insulated cylinder (usually 120 to 300 litres) in an airing cupboard, loft or plant cupboard, with a round screw-in plate on the side or top and a thick flex running to a switched fused spur on the wall.
- How it heats the water
- An electric element bolted into a boss on the cylinder, heating the stored water directly.
- What typically fails
- Scale coating the element until it overheats and burns out, a pinhole in the element sheath letting water reach the live coil (which trips the RCD), a stuck thermostat giving either lukewarm or scalding water, or a one-shot safety cut-out that has tripped and locked the element off.
- How to tell it apart
- If there is a big insulated tank and a switch labelled "immersion" or "water heater" near it, this is what you have. The presence of stored water in a vessel is the deciding feature.
Over-sink or under-sink storage water heater
- What it looks like
- A small white box, typically 5 to 15 litres, tucked in a kitchen or utility cupboard or mounted above a cloakroom basin. One flex, one cold feed, one hot outlet. Often a rotary temperature dial on the front.
- How it heats the water
- A small element heating a small stored volume, ready for a single tap.
- What typically fails
- Element scaling (fastest of any appliance because the volume is tiny and it reheats constantly), thermostat drift, a weeping expansion relief valve dripping into the cupboard, and perished inlet or outlet flexible connectors.
- How to tell it apart
- Look at the rating plate for a capacity in litres. Anything at or below 15 litres sits outside the Approved Document G3 unvented regime, provided it has the correct temperature and pressure safety devices, which is why these are so common in London cloakrooms and bedsits.
Instantaneous electric water heater
- What it looks like
- A slim wall unit with no tank behind it, usually over a basin or feeding a shower. It only heats while water is flowing. Electric showers are the most familiar version.
- How it heats the water
- A high-power element heating water as it passes through, with no storage at all.
- What typically fails
- Flow-related faults dominate. A blocked inlet filter or scaled flow restrictor drops the flow below the switching threshold, so the unit refuses to fire at all. Beyond that: a failed flow switch or pressure switch, a scaled or burnt element, and a tripped thermal cut-out.
- How to tell it apart
- If the water goes hot within a second or two of opening the tap, and there is no tank anywhere in the property, it is instantaneous. Weak flow plus no heat is the classic signature.
Gas multipoint water heater
- What it looks like
- A wall-mounted gas appliance with a flue, feeding several taps but with no radiators connected. Some are open-flued, with a draught diverter at the top; others are room-sealed with a balanced flue through the wall behind them.
- How it heats the water
- A gas burner firing across a heat exchanger whenever a hot tap is opened.
- What typically fails
- Ignition and flame-sensing faults (thermocouple, electrode, gas valve), scaled or sooted heat exchangers, and flue or ventilation problems. Ventilation and flue integrity are the safety-critical ones because an open-flued appliance in a poorly ventilated room is a carbon monoxide risk.
- How to tell it apart
- There is a flue and a gas supply, but the unit does not feed radiators. If it feeds radiators too, it is a combi, not a multipoint.
Combi boiler (often called a water heater)
- What it looks like
- A wall-mounted boiler, usually in a kitchen or utility cupboard, with a flue and a pressure gauge, feeding both radiators and hot taps.
- How it heats the water
- A gas burner and a plate heat exchanger making hot water on demand, with no cylinder.
- What typically fails
- For a hot-water-only complaint the classic cause is a stuck diverter valve: radiators heat up but the hot tap stays cold. A scaled plate heat exchanger gives hot water that is weak, slow to arrive, or fluctuating.
- How to tell it apart
- If the same appliance heats your radiators, it is a boiler. Americans would call it a water heater. In the UK, ask for a boiler engineer and you will get to the right person faster.
Heat interface unit (HIU)
- What it looks like
- A sealed white cabinet in a hallway or utility cupboard in a newer block, with no flue and no gas. Pipework in and out, sometimes a small display or a heat meter.
- How it heats the water
- Nothing itself. It takes heat from a communal district heating network and transfers it to your flat's hot water and heating through heat exchangers.
- What typically fails
- Actuators and control valves sticking, scaled plate heat exchangers, strainers blocking, and network-side faults that are the building's responsibility rather than yours.
- How to tell it apart
- No flue, no gas, no tank, and you pay a heating charge to the block rather than a gas bill. If in doubt, check whether your neighbours lost hot water at the same time.
Step two
Match the symptom to the likely cause
This is the triage we run on the phone. It will not replace a test at the appliance, but it gets you to the right trade and tells you whether this is something to sort out this week or something to deal with right now.

London hard water
Why elements fail faster here than almost anywhere else in the country
Most electric water heater failures in London are, at root, a limescale story. Thames Water publishes the classification bands it works to: soft is up to 100 mg/l calcium carbonate, slightly hard is 100 to 150, moderately hard is 150 to 200, hard is 200 to 300, and very hard is anything above 300. It states plainly that all the water in its region is hard, and explains that this comes from the chalk and limestone the supply passes through.
Scale does not settle evenly through a system. It comes out of solution fastest at the hottest surface, which in an electric water heater is the element itself. Once a layer forms, it acts as insulation between the element and the water it is supposed to be heating. The element therefore has to run hotter to deliver the same output, and running hotter is precisely what shortens its life. That is the loop that kills immersion elements, and it is why an element that lasted twelve years in a soft-water part of the country may not last half that here.
The same mechanism explains a pattern that surprises people: small appliances tend to fail sooner than large ones. A 10 litre under-sink heater has a small heating surface and reheats its tiny volume many times a day, so it accumulates and concentrates scale on that surface far faster than a 210 litre cylinder that is heated once or twice. Instantaneous heaters suffer differently again, because their small waterways and flow restrictors are narrow enough that scale changes the flow rate itself, and flow is what tells the appliance to fire.
Your own postcode figure will not be the regional average. Water companies publish hardness by supply zone, and two addresses a short distance apart can be fed from different sources. Thames Water and Affinity Water both have postcode lookups, and the figure on your latest water quality report is the authoritative number for your address. The electrical side
Immersion and electric water heaters are electrical work, and Part P has a specific answer
An immersion heater is a high-power electrical appliance sitting in a tank of water. That combination is why a failing element so often announces itself at the consumer unit rather than at the tap: when the metal sheath around the element develops a pinhole, water reaches the live coil, current finds a path to earth, and the RCD does exactly what it is there to do. If your breaker trips the moment you switch the immersion on, that is not a nuisance trip, that is the protective device reporting a real fault.
There is a persistent piece of misinformation about whether this work has to be notified to building control, so here is the actual position. Regulation 12(6A) of the Building Regulations lists the notifiable categories as the installation of a new circuit, the replacement of a consumer unit, and any addition or alteration to existing circuits in a special location. Approved Document P then states that all other electrical installation work is not notifiable, and names specifically “additions and alterations to existing installations outside special locations, and replacements, repairs and maintenance anywhere”.
Applied to water heaters, that means a like-for-like immersion element swap on the existing circuit in an airing cupboard is a replacement, and it is not notifiable. It still has to be designed, installed and tested to BS 7671, and you should still get certification for the work, but there is no building control notification and there should be no separate fee for one. Anyone quoting you a Part P notification charge for a straightforward element replacement is charging you for something that is not required.
Two situations do change that. If we run a new dedicated circuit from the consumer unit, for example when adding a water heater where there was not one before, that is a new circuit and it is notifiable. And if the work is an addition or alteration to an existing circuit inside a special location, it is notifiable too. Approved Document P defines a special location as the space around a bath tap or shower head in a room containing a bath or shower, extending from floor level up to 2.25 metres (or to the shower head if that is higher), and horizontally 0.6 metres from the edge of a bath tub or shower tray, or 1.2 metres from the centre of a shower head where there is no tray. A room containing a swimming pool or a sauna heater also counts. Instantaneous heaters and electric showers frequently sit inside that zone, which is exactly why the rule exists.
What not to do
Do not work on live circuits, open an appliance that is still energised, or bypass a tripping breaker to get hot water back. A breaker that trips repeatedly on reset is protecting you from a fault that has not gone away. Isolate the appliance at its switch or at the consumer unit, leave it isolated, and call us.
The gas side
If it burns gas, it is Gas Safe work and nothing else
Gas multipoint water heaters and combi boilers may only be worked on by a Gas Safe registered engineer. That is a legal requirement, not a preference. Never remove the casing from a gas appliance, never adjust a burner, gas valve, thermocouple or flue, and never attempt to relight a pilot on an appliance that has failed for a reason you do not understand. Every engineer we send to a gas appliance carries a Gas Safe ID card, and you are entitled to ask to see it before they start.
Open-flued multipoints deserve particular caution. They draw combustion air from the room and vent through a flue that depends on natural draught, so blocked ventilation, a compromised flue or a nearby extract fan can pull products of combustion back into the room. Sooting, staining, heavy condensation or a yellow lazy flame where you would expect a crisp blue one are all signs of incomplete combustion and a possible carbon monoxide risk. Stop using the appliance and get a Gas Safe engineer to it.

Before you call
Six safe checks that take five minutes
None of these involve opening an appliance, touching a live circuit or going anywhere near a gas component. They are the things we would ask you about on the phone anyway, and a surprising number of calls end here without an engineer needing to attend at all.
Check the switch, not the appliance
Most immersion heaters are fed from a switched fused spur, often on the wall just outside the airing cupboard, sometimes behind a door where nobody looks. A cleaner, a decorator or a child can knock it off. Look for a neon that should be lit when the immersion is on.
Check whether a breaker has tripped
Open the consumer unit cover and look along the row of switches for one sitting out of line with the others. Note which one it is and what it is labelled. If it trips again immediately when you reset it, leave it off and tell us: that is a genuine fault and the reset is not the fix.
Read the thermostat dial
On a cylinder or a small storage heater the thermostat is usually a dial behind a cover plate. Read what it is set to and tell us the number. Do not adjust the safety cut-out, which is the separate button or reset next to it.
Find the rating plate
Every appliance carries a plate with a make, model, capacity and often a manufacture date. A phone photo of it is the single most useful thing you can send us. It tells us the part before we leave, which is often the difference between a same-visit fix and a return visit.
Check whether the neighbours have hot water
In a block on communal heating, or on a shared cold water tank, a fault that looks like yours may belong to the building. Two minutes of asking can save you an engineer visit entirely.
Note what changed
Cold snap, a power cut, recent works, a new shower, someone moving in. Hot water faults that start the day after something else happened are usually related to it, and telling us shortens the diagnosis.
Step three
Repair or replace
We give you the test results and the reasoning rather than a bare recommendation, because the honest answer often depends on how long you plan to stay in the property. These are the six factors that decide it.

The single most common reason a cylinder becomes uneconomical is not one dramatic failure but the accumulation of small ones on an appliance nobody makes parts for any more. A 25 year old cylinder that needs an element, a thermostat and a discharge arrangement brought up to standard is three separate jobs on a vessel with an unknown amount of life left in it. At that point the money is better spent once.
The one absolute is a leaking vessel. If a cylinder is weeping from its body or a seam, it cannot be repaired in place and it will not improve. Everything else is a judgement call about cost, disruption and how long you need it to last. Because “water heater” covers six appliances, a single headline price for the repair would be meaningless. Cleaning a scaled inlet filter on an instantaneous heater and replacing a failed 210 litre cylinder are both water heater work, and they are nowhere near each other in cost.
What is fixed is the labour rate. Weekday work is charged at £90 per hour. Out of hours, meaning evenings, nights, weekends and bank holidays, is £120 per hour. Q1.What is a water heater in the UK?+
It is an ambiguous term, and that is why searching for it is frustrating. In the United States a water heater almost always means a storage tank in a basement or garage. In the UK the same words are used for at least six different appliances: an immersion heater inside a hot water cylinder, a small over-sink or under-sink storage heater, a wall-mounted instantaneous electric heater, a gas multipoint, a combi boiler described loosely, and a heat interface unit in a district-heated block. They fail differently and are repaired by different trades, so identifying yours is the first real step. Q2.Is a water heater repair the same as an immersion heater repair?+
Only if your water heater is an immersion heater. An immersion heater is one specific thing: an electric element screwed into a boss on a hot water cylinder to heat the stored water. If that is what you have, our immersion heater page covers the elements, thermostats and cut-outs in detail. If your appliance is a small over-sink unit, an instantaneous wall heater, a gas multipoint or a combi, the diagnosis and the parts are entirely different.
Q3.Why do immersion heaters fail so often in London?+
Hard water. Thames Water classifies water above 200 mg/l calcium carbonate as hard and above 300 mg/l as very hard, and states that all the water in its region is hard. Scale precipitates onto the hottest surface in the system, which is the element itself. The coating insulates the element from the water it is meant to be heating, so the element runs hotter, and the hotter it runs the faster it degrades. That is also why a small over-sink heater tends to fail sooner than a large cylinder element: the same scale load sits on a much smaller heating surface that cycles far more often.
Q4.Does replacing an immersion heater need Part P building control notification?+
Usually no. Under regulation 12(6A) of the Building Regulations, the notifiable categories are the installation of a new circuit, the replacement of a consumer unit, and any addition or alteration to existing circuits in a special location. Approved Document P states that all other electrical installation work is not notifiable, specifically naming replacements, repairs and maintenance anywhere. Swapping a failed immersion element on an existing circuit in an airing cupboard is a replacement on an existing circuit outside a special location, so it is not notifiable. It still has to be done safely and tested to BS 7671. Where it does become notifiable is when we run a new dedicated circuit from the consumer unit for the appliance, or where the work is inside the defined zone around a bath or shower.
Q5.What counts as a special location for Part P?+
Approved Document P defines it as the space around a bath tap or shower head within a room containing a bath or shower: vertically from finished floor level to 2.25 metres, or to the shower head if it is mounted higher, and horizontally 0.6 metres from the edge of a bath tub or shower tray, or 1.2 metres from the centre of a shower head where there is no tray. A room containing a swimming pool or sauna heater also counts. Q6.Can I repair a gas water heater myself?+
No. Work on gas appliances must be carried out by a Gas Safe registered engineer. Never open the casing of a gas multipoint, combi or any gas appliance, and never attempt to adjust a burner, gas valve, thermocouple or flue. Q7.Does my small under-sink water heater need a G3 qualified engineer?+
It depends on capacity. Approved Document G states that water heaters with a capacity of 15 litres or less, fitted with appropriate safety devices for temperature and pressure, will generally satisfy requirement G3(3). Above 15 litres, an unvented hot water storage vessel falls under the G3 regime and needs a qualified engineer to install, service or repair it. Q8.Why does my water heater only work when the tap is fully open?+
That is the signature fault of an instantaneous electric water heater. These units do not heat continuously. They sense flow and only fire the element when the flow rate exceeds a set threshold. When the inlet filter clogs or the flow restrictor scales up, the flow drops below that threshold at part-open, so the unit stays cold until you open the tap wide enough. The fix is usually cleaning or renewing the filter and restrictor, sometimes the flow switch itself. It is one of the cheaper faults on the list and it is very frequently misdiagnosed as a failed element.
Q9.Is my water heater problem an emergency?+
Loss of hot water alone is uncomfortable rather than dangerous, and can usually wait for a scheduled visit at the weekday rate. Treat it as an emergency if water is escaping and cannot be isolated, if a breaker trips repeatedly when reset, if water is coming out scalding hot, if there is a smell of gas, or if a vulnerable person in the property has no alternative source of hot water. The judgement usually comes down to parts availability, the number of faults, and whether the vessel itself is sound. A single failed component on a supported appliance under about ten years old is worth repairing. A second or third failure within a couple of years, a manufacturer that no longer supplies the part, scale that has pitted the vessel, or any weeping from the tank body pushes it firmly towards replacement.
